ANC CAUCUS ON THE MOTION BY EFF REGARDING MEDICAL AID & PENSION BENEFITS

The African National Congress (ANC) Caucus in the Eastern Cape Provincial Legislature has noted the public outcry following the motion tabled by the Economic Freedom Fighters (EFF) regarding medical aid and pension benefits for Traditional Leaders in the Eastern Cape, as well as the subsequent rejection of that motion by the ANC in the Provincial Legislature.

The ANC Caucus wishes to set the record straight and provide clarity to the public regarding this matter.

Rejection of the EFF Motion:

The ANC Caucus rejected the motion tabled by the EFF on the basis that it was a clear attempt at grandstanding and scoring cheap political points. The motion failed to acknowledge the ongoing work which is conducted by National Department of Cooperative Governance and Traditional Affairs (CoGTA) in collaboration with the Eastern Cape Department of Cooperative Governance and Traditional Affairs (CoGTA) to address the very issues raised in the motion.

The Department of CoGTA has already initiated processes to ensure that Traditional Leaders in our province, Eastern Cape, receive the necessary benefits, including medical aid and pension benefits. This plan was outlined during the 2025/26 Policy Speech, presented by the MEC for CoGTA. The speech provided a clear framework for addressing these matters in a structured and sustainable manner, demonstrating the Provincial Government’s commitment to this issue.

Respect for Traditional Leaders:

The ANC has always held Traditional Leaders in the highest regard, recognising their important and clear role in governance, community leadership and the preservation of cultural heritage. The ANC Caucus appreciates that Traditional Leaders are not only custodians of our traditions and moral values but also play an integral role in maintaining social cohesion and resolving community conflicts.

The ANC also acknowledges the historic role of Traditional Leaders in the formation of the ANC and their continued contributions to governance and societal stability. Their partnership with government remains a cornerstone of our democratic and developmental agenda.

Support for CoGTA’s Work in support of Traditional Leaders :

The ANC Caucus supports fully the current work that is being undertaken by the Department of CoGTA, as such we are pleased to note the significant progress that has been made, particularly in supporting the operations of the Local Houses of Traditional Leaders (LHTL). This year, 2025, an amount of R6 million has been allocated to enhance the functioning of these Houses and further strengthen their role in overseeing the Customary Male Initiation Process. In appreciating the gallant efforts of the ANC-led government in the province in advancing the interests of our traditional leaders, the ANC Caucus finds it extremely disappointing and unfortunate that the member of the EFF who also serves in the Portfolio on CoGTA in the Provincial Legislature also privy to these facts which are shared with the Committee can opportunistically attempt to hijack the progressive work of the ANC-led government in the Province through populist theatrical posturing.

Apology to Traditional Leaders:

The ANC Caucus would like to extend its heartfelt apologies to the Traditional Leaders in our province. To the extent that our decision to reject the motion may have been perceived as insensitive to their needs and aspirations for benefits such as medical aid and pensions, for that we offer our profound apologies. The ANC Caucus respect fully all the Traditional Leaders in our province and acknowledge their critical role in our society.

Call for Swift Action by CoGTA:

While the ANC Caucus rejected the EFF motion, the ANC Caucus remain steadfast in its commitment to ensure that the issues affecting Traditional Leaders are addressed with urgency. To this end, we encourage the Department of CoGTA to accelerate the ongoing processes and deliver on the commitments made in support of our Traditional Leaders.

The ANC Caucus reiterates its view that the matter of benefits for Traditional Leaders is too important to be reduced to a political sideshow. It requires a thoughtful, deliberate and sustainable approach which the Provincial Government is already undertaking.

Conclusion:

In conclusion, the ANC Caucus reaffirms its respect and commitment to Traditional Leaders in the Eastern Cape. We reject the EFF’s motion as a disingenuous attempt at political opportunism and encourage all stakeholders to support the ongoing work of the Department of CoGTA. The ANC Caucus remains committed to ensure that Traditional Leaders receive the recognition, dignity and benefits they deserve as vital partners in governance and community leadership.
