STATEMENT OF THE ANC EC POST -ORDINARY PEC MEETING

FOR IMMEDIATE RELEASE

The African National Congress (ANC) in the Eastern Cape met for its Ordinary Provincial Executive Committee (PEC) meeting in Qonce, Canon James Calata House, from 1-2 March 2026. The successful meeting was characterised by robust and incisive deliberations, commitment to the objectives of the organisation and the PEC’s unrelenting dedication to advancing the mission of the ANC in the Eastern Cape.

The meeting was graced by the presence of the national executive committee, represented by Comrade Khensani Kubayi, who addressed the meeting, and the Chairperson provided a comprehensive political overview. Additionally, the PEC received a report from the provincial working committee, presented by the secretary, and a framework for the provincial conference organisational report as a working document, also tabled by the provincial secretary. These inputs collectively informed the PEC’s discussions and informed its strategic orientation.

The ANC Eastern Cape welcomes the budget speech recently delivered by Minister Godongwana, noting efforts to stabilise the economy and address inequality. Key highlights include investments in infrastructure, social services, and initiatives to support economic growth and job creation. The PEC noted the need for targeted interventions to address poverty, unemployment, and inequality in the Eastern Cape.

The PEC affirmed the ANC’s theme for 2026, “A Year of Decisive Action to Fix Local Government,” as pronounced by the NEC. This means intensifying efforts to improve service delivery, address governance challenges, and enhance accountability in local government. The PEC commits to translating this theme into tangible actions benefiting communities, focusing on service delivery, local economic development, and social justice.

ANCYL Provincial Congress :

The ANC PEC congratulates the ANCYL on its successful and united conference, particularly resolutions on youth development, economic transformation, social justice, education, and skills development. Youth development remains a priority for the ANC, and the PEC commits to supporting young people in the province. The appetite for revolutionary theory amongst young people of the ANC is encouraging, and Vladimir Lenin reminds us, “There is no substitute for revolutionary theory. Without a revolutionary theory there can be no revolutionary movement.” The youth league conference was characterised by political education and theorisation of the revolution in South Africa.

Update on Conferences:

The PEC reaffirmed the Amathole regional conference dates (20-22 March 2026) and noted branches are ready. The PEC also reaffirmed readiness for the provincial conference (27-30 March 2026), adopting the roadmap, rules, and committees of conference. The cut-off date for the BGMs has been revised by the PEC, from 8 March to 15 March. The PEC calls on all members to participate meaningfully through their branches and contribute to successful conferences. BGMs are proceeding smoothly, with all regions having finally started with their BGMs. The Provincial
Conference of the ANC is held every four years. As the highest decision-making organ of the ANC it receives reports from Officials, determines the strategy, broad policies, direction and programmes of the movement and elects its provincial leadership.

Local government elections:

Reflecting on the upcoming local government elections, the PEC emphasised the need for a well-oiled organisational machinery to deliver a decisive victory for the ANC in the Eastern Cape. The PEC commits to mobilising communities, strengthening regional and branch structures, and ensuring effective campaign strategies.

Provincial Integrity Commission :

The PEC received a report from the provincial integrity commission through its chairperson Prof SM Mayatula on the matter concerning Comrade Lusanda Sizani, who is the regional chairperson of Chris Hani. The PEC welcomed the report and commended the ANC Integrity Commission’s work in ensuring organisational renewal is enforced throughout the organisation. The PEC deliberated on the report and resolved unanimously that Comrade Lusanda Sizani remains in office, agreeing that he should not step aside as the matter does not put the organisation into disrepute. The matter is now closed.

Alliance :

The PEC emphasised strengthening the functioning of its leagues and strengthening alliance work with SACP, COSATU, and SANCO, focusing on organisational renewal and unity. The PEC commits to deepening engagement with alliance partners and mass movements to advance the people’s agenda.

The PEC rejects imperialist aggression by the USA and Zionist Israel, remaining in solidarity with oppressed peoples. The PEC condemns the killing of children, women, and the killing of the Supreme Leader of Iran, which is against international law. The PEC reiterates support for the Palestinian people’s struggle for self-determination and condemns the continued occupation of Palestine.

Bereavements:

The PEC conveys deepest condolences to the families of departed comrades Debra Komose, Billy Nel, and XYZ Goduka, who served the ANC with dedication. May their memories inspire continued struggle for a better life. The PEC also sends condolences to the people of South Africa and the world on the loss of lives due to natural disasters and conflicts.

The PEC calls on ANC members and communities to remain vigilant, united, and focused on the tasks ahead, the task of building a non-racial, democratic, and prosperous society. We conclude by emphasising revolutionary discipline, as Leon Trotsky puts it, “Discipline is the iron framework of a revolutionary army, and without it, the best intentions and the most perfect plans are worthless.” Let these words guide us as we strive for revolutionary discipline, unity, and commitment to the cause of liberation. The struggle continues.
