Statement of the African National Congress following the Special Provincial Executive Committee (PEC) meeting held on the 24th November 2025
The Provincial Executive Committee (PEC)of the African National Congress (ANC) in the Eastern Cape met today, Monday 24 November 2025, in a special meeting to receive update on the preparations towards the National General Council, the Provincial General Council as well as adopt a roadmap towards the 10th Provincial Conference and the 5th Amathole Regional Conference.
On the G20:
The PEC commended the successful hosting of the G20 Summit in South Africa and extended its congratulations to President Cyril Ramaphosa for his exemplary statesmanship and steadfast leadership during this global milestone.
On the NGC, Provincial Conference & Amathole Regional Conference:
The PEC received a comprehensive roadmap detailing preparations for the forthcoming National General Council (NGC) scheduled for 8 to 12 December 2025, as well as for the Provincial General Council which will be held on the 1st December 2025.
The PEC also received and adopted a roadmap towards the 5th Amathole Regional Conference which will be held on the 20-22 March 2026 and the 10th Provincial Conference which will be held on the 27-30 March 2026. This is in line with the NEC resolution which directs that all regional and provincial conferences be held before the end of March 2026 in preparation for local government elections. The NEC decision reaffirms the PEC decision to hold an early provincial conference. The PEC reaffirmed its resolve to secure the full participation of as many structures as practically possible in these pivotal gatherings in line with the ANC constitution and the 2024 Conference guidelines as adopted by the NEC.
On the Renewal Agenda , Unity and Discipline :
Central to the PEC’s discussions was the Renewal Agenda – Unity and Discipline. Reaffirming the ANC’s commitment to this principle, anchored in unity and discipline, the meeting agreed that there is no space for internal rift, there is no space for odious agendas – there is only space for the collective discipline that places the ANC above individual considerations. The ANC reaffirmed its commitment to remain united, focused and dedicated to the service of the people. The PEC agreed that unity is sacrosanct because it is the glue that holds the movement together.
On Dr WB Rubasana Region:
The PEC received an update on the preparations of the DR WB Rubusana regional conference which indicate a more than 90% readiness in terms of branch preparations and the PEC is satisfied with the progress made albeit delays suffered. Whilst the delays may be frustrating, it is important for the ANC internal party democratic processes to be observed to the latter so as to ensure that all its members are satisfied.
On Nelson Mandela Region:
The PEC congratulates the Nelson Mandela Region on a successful conference and welcomed the newly elected Regional Chairperson and Regional Secretary into the PEC. The region held a peaceful and incident free conference, indicative of an ANC that is renewed and united, which is necessary for the restoration of a stronger ANC for the people of Nelson Mandela Metro. The PEC reaffirms its commitment to double its efforts in reclaiming this Metro.
On 16 Days of Activism against Violence on Women and Children:
The PEC joins broader society amd and stands in resolute solidarity with all women and children as we observe the 16 Days of Activism for No Violence Against Women and Children, a global campaign that runs from tomorrow , Tuesday November 25 to December 10. The PEC pledges and undertakes to lead the campaign from the front, reinforcing the Party’s zero?tolerance stance on violence against women and children. The freedom of this country is incomplete without a total defeat of the onslaught on women and children. We call on all men and women to stand together to fight this counter revolutionary onslaught on our grandmothers,mothers, wives, sisters and children. Injustice on women and children is injustice against humanity.
Initiation Season:
The ANC wishes all those who will be undergoing initiation a successful right of passage as the initiation season is officially opened. We call on all parents and communities to be responsible and respect this noble period by being hands on.
We call on all forums of initiation in the province and all districts and local levels to work in collaboration to ensure that ‘Baya Bephila, Babuye Bephila’ and that no life be lost due to this important customary practice. We must all ensure a safe, dignified and fatality?free observance, safeguarding this sacred rite of passage.
In Conclusion:
The PEC calls upon all ANC members and supporters to cast their ballots for this glorious movement in the upcoming three by?elections in the Sarah Baartman region. A united vote will reinforce the ANC’s mandate and propel the implementation of the ANC manifesto forward. The PEC remains steadfast in its dedication to the values of the ANC, to the people of the Eastern Cape, and to the nation at large. Together we shall forge a united and a disciplined movement in advancement of the National Democratic Revolution ( NDR).
