STATEMENT OF THE ORDINARY PEC MEETING

The ANC Eastern Cape Provincial Executive Committee convened its ordinary virtual meeting from Saturday, 25 July – Sunday, 26 July 2020. The meeting observed a moment of silence in honour of the comrades of our movement serving in various structures of the MDM and institutions of governance that we lost during this period of COVID-19.

The meeting further acknowledged that the movement has been robbed of a wealth of knowledge and organisational memory that has departed with the veterans that we have lost during this period, including our struggle stalwart and last Rivonia Trialist, Tata Andrew Mlangeni.

The PEC conveyed its heartfelt condolences to the family of Tata Mlangeni and the families and friends of all those that have lost their loved ones.

The meeting received a Political Overview from the Provincial Chairperson, Comrade Lubabalo Oscar Mabuyane, which amongst other things, placed emphasis on the urgent tasks of unity and renewal of our movement. He acknowledged the importance of revolutionary discipline, defending the unity and cohesion of the organization and emulating the exemplary life of of our fallen struggle stalwart, Tata Andrew Mlangeni.

The Provincial Chairperson called on members of the ANC in the Province to close ranks, be vigilant and guard against attempts to once again sow divisions within the ANC in the Province and disrupt the unity and cohesion that this PEC has tirelessly work for since the 08th ANC Eastern Cape Provincial Conference. He urged that we need to unite not because we like each other, or because we are friends or companions, but for the sake of advancing our National Democratic Revolution and building the Eastern Cape we want.

The PEC met at a difficult time where the entire world is engaged in the fight against Covid-19 which has caused so much harm on many people’s lives and their livelihoods. This virus, has left many families orphaned, it has taken away breadwinners and as such, exacerbated the already existing devastating socio-economic conditions of our people. As such, the meeting welcomed the government led-interventions aimed at fighting` against the spread of the virus and mitigating the impact of the national lockdown on people’s livelihoods.

The PEC called on everyone to unite behind the fight against Covid-19 and directed the Provincial Government to act firmly on all reported cases of wrongdoing during this period. Acts of corruption, abuse and misuse of resources meant at providing relief and services that are crucial in the fight against Covid-19 will not be tolerated, as such members of the ANC at all levels are urged to conduct themselves beyond reproach, display revolutionary morality and emulate the values and principles of the national liberation movement.

Nelson Mandela Bay Region:

The PEC noted the developments in the Nelson Mandela Bay region and the Metropolitan Municipality which are negatively affecting the people of the metro. The meeting fully supports efforts by Provincial government to restore stability and order in the administration of Nelson Mandela Bay Municipality.

The PEC further called on the Provincial Department of COGTA and Treasury to investigate all acts of wrongdoing in the Municipality. It further called on Government to speed up the implementation of remedial reports emanating from forensic investigations such as IPTS.

The PEC directed the Provincial Deployment Committee to expediate the process of deployment of a new Chief Whip in order to restore stability of the ANC Caucus. It also directed relevant structures of the organisation to decisively act against ill-discipline by some ANC Councillors.

Dr WB Rubusana Region :

The PEC reaffirmed the decision to deploy Comrade Humphrey Maxegwana as the Council Speaker of Buffalo City Metro, following a vacancy created by the unfortunate passing of Comrade Alfred Mtsi.

The meeting resolved to strengthen the Office of the Chief Whip in Council and directed PEC Deployees to the Dr WB Rubusana Region to continue monitor the implementation of the National Dispute Resolution Committee (NDRC) resolutions.

OR Tambo Region :

The PEC supports all efforts to eradicate corruption, including investigations by the various bodies which are empowered to do so. The meeting further resolved to support the efforts of providing support to the OR Tambo District Municipality by the Provincial Department of COGTA in order to restore stability and good governance in the municipality.

The Provincial Working Committee was directed to closely monitor the developments in the Municipality and further take appropriate decisions to rectify the situation whenever the need arises.

Report Acts of Corruption :

The ANC in the Province welcomes the steps taken by the Provincial Government to deal with all reported acts of corruption in the province, this includes the request made to the President to rope in the Special Investigating Unit (SIU) to ensure that perpetrators of corruption are brought to book without fear or favour.

The PEC calls on all South Africans to report all acts of crime and corruption committed in both the public as well as in the private sector. This will ensure that this scourge of crime and corruption is uprooted completely in our society.

Unity and Renewal:

The PEC has impressed upon all its members and its structures across the length and breadth of the province to desist from engaging publicly on internal matters and misrepresenting the organisation’s position on issues. All codes of conduct, disciplinary and related policies will be enforced as we drive the renewal process. We reaffirmed the point that the organisation creates many platforms for engagement, and these should be used.

Gender based violence:

The PEC will continue its programs and campaigns in the fight against gender-based violence and femicide and strongly appeals to all its structures to play an active role.
Whilst there are programmes and interventions to empower women, and to prevent and respond to women abuse, government cannot do this alone. We are making a clarion call to all sectors of society to unite against gender-based violence and to work together to remove all barriers to women’s economic empowerment.

In honour of utat’ uMlangeni we must commit to emulate their selfless dedication to the struggle of creating a society that is free from all forms of gender oppression and exploitation.

Nelson Mandela month

The PEC applauded all those that did not allow Covid-19 to prevent them from demonstrating solidarity to the less fortunate as part of the annual Nelson Mandela Day programmes.

As we close the Nelson Mandela month, the PEC urged that we remember and build on the legacies left by the generation that fought for this freedom. We must carry on with the fight for a united, non-racial, non-sexist, democratic and prosperous society until it is won. Let us do the little we can to change the world for the better.
